Be it resolved by the House of Representatives of the United States of America in Congress assembled that Richard Bruce Cheney, Vice President of the United States, is impeached for high crimes and misdemeanors, and that the following articles of impeachment be exhibited to the United States Senate:

ARTICLE I. VIOLATIONS OF INTERNATIONAL LAW

In violation of his oath of office to “bear true faith and allegiance” to the Constitution, Richard Bruce Cheney, during his tenure as Vice President of the United States, has conducted the foreign affairs of the United States of America in violation of the core body of international laws to which the United States of America is bound by treaty. This conduct has included one or more of the following:

(1) Promoting an Illegal War of Aggression

(2) Threatening to Conduct an Illegal War, including Illegal Acts of War

(3) Promoting Torture
